What Is a Residence Permit in Kazakhstan?
A residence permit (RP) in the Republic of Kazakhstan is a legal status that allows a foreign national to reside in the country on a permanent and lawful basis.

Unlike temporary stay, permanent resident status grants a foreign national rights almost identical to those of Kazakh citizens, with the exception of political rights (voting rights) and access to civil service positions. For this reason, obtaining a residence permit is a key step for those planning long-term ties with Kazakhstan.

A residence permit allows you to:
  • reside in Kazakhstan on a permanent basis;
  • work without a separate work permit (depending on status and grounds);
  • open bank accounts and access financial services;

The processing time for a residence permit application depends on the grounds, completeness of documents, and internal verification procedures, but on average takes 30 to 60 calendar days. The Residence Permit Process: Stages, Timelines and Requirements
Stage 1. Obtaining a Permanent Residence Permit (PRP)
This stage is mandatory for all categories of foreign nationals. The application is submitted to the relevant territorial interior affairs authority (migration police) at the intended place of residence. Processing period: up to 45 calendar days from the date of submission. During this period, the foreign national must remain in Kazakhstan on a lawful basis.
Stage 2. Issuance of the Residence Permit (RP)
Following a positive decision on the PRP, the foreign national completes registration at their permanent place of residence and receives their RP certificate. Documents are submitted at the Public Service Centre (PSC) at the place of residence.
RP issuance timelines:
  • Standard: up to 15 business days from the date of application registration.
  • Expedited: 5–7 business days (available upon request for an additional fee).
Final document: The RP is issued for a period of 10 years; however, its validity cannot exceed the validity of the foreign national's national passport.
EAEU citizens (Russia, Belarus, Kyrgyzstan, Armenia): exempt from proof of financial solvency.
